In total dollars this is true: Quebec is the largest recipient of equalization, taking roughly half of the national total, because it is by far the most populous receiving province. Per person, several smaller provinces such as Prince Edward Island, Manitoba, and the Atlantic provinces receive more than Quebec. So the headline figure is accurate, while the per-capita picture is more even than the raw total suggests.
